The Basics

What Is a QBCC Site Supervisor Licence?

A QBCC site supervisor licence is an employee-level licence that authorises you to supervise building work on behalf of a licensed contractor in Queensland. Think of it as the construction industry's equivalent of a provisional driving licence — you can drive, but under certain conditions, and with a clear path to getting your full licence.

Unlike a contractor or nominee supervisor licence, a site supervisor cannot enter into contracts directly with the public. You work for a licensed builder, overseeing the day-to-day running of construction sites — coordinating trades, ensuring compliance, and managing quality.

Site Supervisor vs Builder Licence

Key Differences
QBCC licence comparison infographic — site supervisor employee licence versus builder contractor licence in Queensland

Site Supervisor (Employee Licence)

  • Supervise building work for a licensed contractor
  • Cannot contract directly with the public
  • Exempt from Minimum Financial Requirements (MFR)
  • Targeted units of competency (7–13 depending on class)

Builder (Contractor Licence)

  • Enter into contracts with clients in your own name
  • Run your own building business
  • Must meet QBCC MFR (net tangible asset thresholds)
  • Full qualification required (Cert IV / Diploma / Adv. Diploma)

Queensland's Unique System

Queensland is the only Australian state that offers this distinct stepping-stone licence. In NSW, Victoria, and other states, individuals typically need to complete the full qualification and meet all requirements before they can supervise building work. Queensland's system allows earlier entry into supervision — letting you earn a supervisory salary while building toward a full builder's licence.

Choose Your Class

The Three Licence Classes Explained

QBCC site supervisor licences come in three classes — Low Rise, Medium Rise, and Open — each corresponding to increasing complexity and scale of building work. The units of competency are cumulative: each higher class includes all units from the classes below it.

Why Medium Rise Is the Strategic Sweet Spot

Medium Rise covers apartments and townhouses up to 3 storeys — the "missing middle" of Australian housing that governments are actively promoting to solve the housing crisis. This licence class is arguably the most undersupplied in the market, giving holders access to the segment where demand growth is strongest.

Note: Salary ranges are estimated based on project type and complexity correlations across SEEK, CVExpert, Yakka Labour, and Jora. No source explicitly segments salary by QBCC licence class.

Step by Step

How to Get Your Site Supervisor Licence

Getting your QBCC site supervisor licence involves three core requirements: the right units of competency, verified on-site experience, and a successful QBCC application. Here's the process.

How to Get Your Site Supervisor Licence

1
▼

Choose Your Licence Class

Decide whether to start at Low Rise, Medium Rise, or Open based on the type of projects you want to supervise and your career goals. Units are cumulative, so you can start at Low Rise and progress upward.

2
▼

Complete the Required Units

Study the required units of competency through a Registered Training Organisation (RTO). Low Rise requires 7 units from CPC40120, Medium Rise requires 10 from CPC50220, and Open requires 13 from CPC60220.

3
▼

Gain Verified Experience

Accumulate the required on-site experience: 2 years if you hold a carpentry or bricklaying trade qualification, or 4 years for all other backgrounds. Experience must demonstrate supervision and management of different trades.

4
▼

Prepare Your Referees

You’ll need referees who hold a QBCC licence at the same or higher level than what you’re applying for. A Low Rise referee cannot verify your Medium Rise application.

5
▼

Submit Your QBCC Application

Lodge your application with the QBCC, including your qualification evidence, experience declaration, referee details, and the application fee of $485.08. Annual renewal is $242.54.

6

Start Supervising

Once approved, you’re licensed to supervise building work within your class scope. Earn a supervisory salary while building the experience needed for an eventual builder’s licence.

⚠️

Study and Experience Can Run Concurrently

You do not need to complete the units before gaining experience, or vice versa. Many people study while working on site and accumulating supervisory experience at the same time. The key is that both must be complete before you can apply for the licence. If you already have substantial hands-on experience, Recognition of Prior Learning (RPL) may allow you to fast-track your qualification.

Earning Potential

How Much Do Site Supervisors Earn in Queensland?

Site supervisors in Queensland earn a strong salary — and here's a fact that surprises most people: employed builders actually earn less on average than site supervisors. The real value of upgrading to a builder's licence is the ability to contract independently and earn contractor margins — not a higher salary as an employee.

Experience LevelAnnual Salary (QLD)Hourly EquivalentSource Confidence
Entry-Level Supervisor$60,000 – $80,000$30 – $40/hrHigh (Payscale)
Average Supervisor (QLD)$107,000 – $125,000$55 – $72/hrHigh (SEEK, Jora, Payscale)
Experienced / Open Class$130,000 – $180,000+$65 – $90+/hrHigh (Jora, Yakka Labour)

Low RiseHouses, townhouses, small commercial$85,000 – $120,000
Medium RiseApartments, townhouses up to 3 storeys$100,000 – $145,000

Wages Are Growing

Construction wages in Queensland are growing at approximately 4.5% year-on-year, driven by the acute workforce shortage. The 2026 Yakka Labour Hire Guide projects site supervisor packages at $110,000–$145,000 with hourly equivalents of $55–$72/hr.

Your Trajectory

Career Pathways: From the Tools to the Top

Earning While Learning

The P Plate Advantage
Builder holding construction plans at a residential building site in Queensland at sunset

Here's what makes Queensland's system so powerful: as a licensed site supervisor, you earn $85,000–$145,000 while simultaneously accumulating the experience you need to eventually apply for a full builder's licence. You are literally being paid to build your career credentials.

In every other state, you'd need to complete the full qualification and meet all requirements before reaching this earning level in a supervisory role. Queensland's system gives you a head start — and a salary to match.

Your Trade Is an Asset, Not a Limitation

Each trade background brings unique knowledge to supervision. Carpenters understand structural framing. Electricians understand services coordination. Plumbers understand wet area compliance. Concreters understand foundations. Your trade perspective is what makes you a better supervisor — you understand construction from the ground up, which is an advantage that cannot be taught in a classroom.

The Upgrade

The Site Supervisor to Builder Pathway

The ultimate goal for many site supervisors is to upgrade to a builder (contractor) licence — the licence that lets you enter into contracts directly with clients and run your own building business. Here's what the pathway looks like.

⚠️

There Is No Streamlined Upgrade

Site supervisors cannot use the QBCC's "Change Licence Type" process to become builders. You must submit a completely new application, which includes meeting the Minimum Financial Requirements (MFR) — net tangible asset thresholds that site supervisors are exempt from. Plan for this from the start.

Site Supervisor vs Builder Requirements

RequirementSite SupervisorBuilder (Contractor)
QualificationSpecific units only (7/10/13)Full qualification (Cert IV / Diploma / Adv Diploma)
Experience2 or 4 years supervisory2 or 4 years supervisory + project management
Financial RequirementsNot requiredMFR — net tangible assets per revenue category
InsuranceNot required (employer’s responsibility)Home warranty insurance (QLD)
Contracting AbilityNo — employee onlyYes — contract directly with clients
💡

Start Planning Your Upgrade Early

If your goal is to eventually hold a builder's licence, consider completing the full qualification (not just the site supervisor units) from the start. This way, when you're ready to apply for the builder licence, you won't need to go back to study. You'll only need to meet the financial and experience requirements. 5 Myths About Site Supervisor Licensing

There's a lot of misleading information about QBCC site supervisor licences online — including some claims in marketing materials from training providers. Here are the five biggest misconceptions, corrected.

✗ "You don't need any experience to get a site supervisor licence"
Reality: The QBCC requires 2 years (for carpentry/bricklaying trades) or 4 years of verified supervisory experience. You can study the units without experience, but you cannot obtain the licence without it. Several RTO marketing materials conflate course enrolment with licence issuance — they are not the same thing.
✗ "A site supervisor can work as an independent contractor"
Reality: A site supervisor licence is an employee-only licence. You cannot enter into contracts directly with the public. To contract independently, you need a Builder (Contractor) licence. This is a critical distinction many people don't understand until they've already obtained their licence.
✗ "Site supervision means being on site every day, all day"
Reality: The QBCC defines "adequate supervision" through multiple criteria — documented systems, compliance checking, and inspection frequency. It does not require constant physical presence. Structured, demonstrable oversight is what matters.
✗ "You can easily upgrade from site supervisor to builder"
Reality: There is no streamlined upgrade. Site supervisors must submit a completely new application for a builder licence, including meeting Minimum Financial Requirements (MFR) — net tangible asset thresholds that site supervisors are not subject to. Plan ahead.
✗ "You need to be a carpenter or bricklayer to become a site supervisor"
Reality: While carpenters and bricklayers get the reduced 2-year experience pathway, any trade background — or no trade at all — can lead to a site supervisor licence. Electricians, plumbers, concreters, and even career changers from outside construction are all eligible. The difference is 4 years of experience instead of 2.
Beyond Building

Hidden Career Paths You Might Not Know About

Most people assume a site supervisor licence leads to one destination: a builder's licence. But the knowledge and experience you gain opens doors to careers most people in the industry don't even realise exist.

Building Surveyor / Certifier

Assess building compliance and issue permits. Your site experience gives you a practical understanding of construction that many certifiers lack.

WHS Specialist

Move into workplace health and safety management. Construction sites are high-risk environments, and experienced supervisors make excellent safety leaders. The Certificate IV in Work Health and Safety is the formal pathway.

Construction Trainer / Assessor

Become an RTO trainer or RPL assessor. Your practical experience is exactly what training organisations need to deliver quality education.

Project Manager

Step into project management for larger builders or developers. Site supervisors with good organisational skills are natural candidates for PM roles ($110k–$255k).

BIM / Digital Construction

Building Information Modelling is reshaping medium-rise and commercial construction. Supervisors with BIM literacy are increasingly sought-after for digital delivery roles.

Property Development

Combine your building knowledge with business acumen to develop property. Understanding construction costs and timelines gives you a significant edge over non-trade developers.

Expert Witness

Provide expert testimony in building disputes. Experienced supervisors with formal qualifications are valued for their practical insight into construction defects and standards.

Green Building Specialist

With the Queensland Energy and Jobs Plan targeting 22GW of renewable energy by 2035, supervisors who understand energy-efficient construction and NCC compliance are in growing demand.

The Opportunity

Why Now? The 2032 Olympics and Queensland's Construction Boom

Queensland's construction industry is entering a period of unprecedented demand. If you've been thinking about stepping up into supervision, the numbers make a compelling case for doing it now.

This isn't a one-year spike. The CSQ Horizon 2032 report projects an average annual shortfall of 18,200 workers over an 8-year period from 2025 to 2032. Site supervisors are specifically identified as being in high demand. The opportunity window is wide and long.

Emerging Trends Shaping the Industry

Green Building & Sustainability

Growing demand for supervisors who understand energy-efficient construction, solar integration, and NCC energy compliance. The QLD Energy and Jobs Plan is driving $62 billion in renewable infrastructure.

Modern Methods of Construction

Prefabricated and modular construction is growing for volume housing and apartments. Supervisors who understand both traditional and modern methods are in highest demand.

NCC 2025 Adoption

Queensland adopts NCC 2025 from 1 May 2026. Supervisors need to be across changes to condensation management, energy efficiency, and accessibility requirements.
